Here is how the outposts work by Zone- which is for transport too.
If it is in Earth Orbit, out to the Lunar area, and near earth asteroids, it is in Zone 1.
The inner solar system, anything reachable by FTL II Node (JUpiter, Saturn, I think) it is ZOne 2.
Diana is Zone 2 as well.
Further out in the solar system, or the outer reaches of the Alpha Centauri system, is ZOne 3.
Anything else within FTL 7 is zone 3, adding 1 more for outer system.
To FTL 12 is Zone 4.
To FTL 20 is Zone 5.
To FTL 30 is Zone 6.
Beyond is Zone 7.
